The strategy was developed under the “Technical Support for the Comprehensive Technical Education Initiative (TCTI)” and contributes to strengthening Egypt’s Dual System by aligning technical education and vocational training more closely with labour market needs in the tourism and hospitality sector.

The strategy offers a structured roadmap to improve the quality, relevance, and sustainability of vocational education and workforce development within one of Egypt’s most important economic sectors.

It focuses on strengthening competency-based education, expanding practical workplace learning, modernising curricula, and improving cooperation between the public and private sectors. Particular attention is given to priority occupational areas, including housekeeping, kitchen operations, and food and beverage services, where demand for qualified staff continues to grow rapidly.

Developed in close cooperation with the Egyptian Tourism Federation, the Egyptian Hotel Association, the Ministry of Education and Technical Education, and industry stakeholders, the strategy also addresses broader structural challenges. It supports Egypt’s Technical Education reform agenda and the further expansion of competency- and work-based learning approaches within the Dual System.

With tourism as a strategic growth sector for Egypt, the initiative aims to build a more competitive, inclusive, and future-oriented tourism workforce, expand employment opportunities for young people, and strengthen the hospitality industry's resilience and service quality nationwide.
